Energy Regulatory Digest for September 2026: New Renewable Energy Rules and Progress Towards EU Market Integration

13.10.2026

The Ukraine Energy Initiative of the UN Global Compact Network Ukraine presents the Energy Regulatory Digest for September 2026, prepared by experts from Altelaw&Sempra. The review covers key legislative developments, regulatory initiatives and decisions affecting the Ukrainian energy sector.

September marked an important step towards aligning Ukraine’s energy legislation with European standards. Key developments included new rules for renewable energy, preparations for electricity market coupling between Ukraine and the EU, updated legislation on industrial parks, and new investment opportunities.

Key Developments in September

New rules for renewable energy. On 25 September, the President of Ukraine signed Law No. 4963-IX, bringing national regulations closer to the requirements of the EU Renewable Energy Directive (RED II). The law introduces changes to permitting procedures for renewable energy projects, energy communities, electricity trading and energy storage systems.

Preparations for market coupling. Ukraine’s energy regulator, NEURC, proposed introducing negative prices in the day-ahead and intraday electricity markets. This mechanism is one of the essential elements for integrating Ukraine’s electricity market with the European market.

Changes to electricity pricing. The regulator also presented proposals for dynamic electricity pricing contracts for consumers with smart meters. The new rules could give consumers greater flexibility to respond to market price fluctuations.

Development of industrial parks. Law No. 4961-IX updates the regulatory framework for industrial parks and creates additional opportunities for deploying renewable energy facilities and energy storage systems within their territories.

Energy investment. September saw support quota auctions for solar and wind power projects, alongside announcements of new international financing instruments and support for Ukraine’s energy sector.
