Pre-URC. Integrity & Investment Roundtable: Spotlight on the Energy Sector

Join us for a vital discussion on the future of Ukraine’s energy sector amid ongoing challenges. This pre-URC roundtable, organized by the UN Global Compact Ukraine in the framework of the Ukraine Energy Initiative, in partnership with G7 Clean Energy Partnership, Goldbeck Solar, CMS, aims to foster transparency and integrity among grantees, ensuring donor confidence and continued support. The event will bring together key stakeholders to explore transparency, accountability, and anti-corruption measures essential for fostering international investment.

The Integrity & Investment Roundtable is an important platform for discussing Ukraine’s energy sector’s future amid ongoing war. As numerous donors pledge financial aid to Ukraine each year, it’s essential for these donors to have clear visibility on how their contributions are utilized. Ensuring transparency and integrity among grantees is paramount to maintaining donor confidence and facilitating ongoing support. Private sector engagement featured as the central theme of the Ukraine Recovery Conference held in London, United Kingdom in 2023. While reform efforts are underway, corruption remains a major deterrent for both public aid and private investment.

In line with these objectives, multiple reforms have been introduced aimed at promoting transparency in the energy market, being the most significant example the recent adaptation in Ukraine of the first version of the Regulation on Wholesale Energy Market Integrity and Transparency (REMIT) of the European Union. While this is considered a key step towards improved efficiency and transparency in the market, promoting and encouraging private investment, some obstacles remain, and some updates are still pending.

In response to these needs, the UN Global Compact Ukraine launched the Ukraine Energy Initiative at the Ukraine Recovery Conference 2023. The initiative aims to assist the Ukrainian energy sector in identifying and securing partnerships and donations necessary to restore damaged infrastructure and equipment, ultimately ensuring that electricity reaches every home in Ukraine. A core tenet of the Ukraine Energy Initiative is the emphasis on integrity and good governance.

Discussion of the roundtable will be focused on the following points:

  • What obstacles need to be addressed to support businesses and attract new investments? 
  • What are some of the main integrity risks related to investments in the energy sector and how can these risks be mitigated? 
  • How can the government, industry, and investors collaborate to collectively strengthen Ukraine’s business sector and revitalize its economy? 
  • How can the adoption of new principles aimed at promoting market transparency, boost investor confidence and contribute to levelling up the playground in terms of integrity? 
  • What transparency principles should Ukrainian businesses adopt, and what new opportunities should they pursue?
